ក្រសួងការពារជាតិ នៃព្រះរាជាណាចក្រកម្ពុជា បដិសេធយ៉ាងដាច់អហង្ការចំពោះការចោទប្រកាន់របស់ភាគីថៃមកលើកម្ពុជា ពាក់ព័ន្ធនឹងការរងគ្រោះថ្នាក់ដោយសារមីនរបស់ទាហានថៃចំនួនបីនាក់ កាលពីថ្ងៃទី១៦ ខែកក្កដា ឆ្នាំ២០២៥ នៅក្នុងភូមិតេជោមរកត ឃុំមរកត ស្រុកជាំក្សាន្ត ខេត្តព្រះវិហារ។
គួររំលឹកផងដែរថា កម្ពុជាតែងតែបានដាស់តឿនឱ្យភាគីថៃអនុវត្តឱ្យបានម៉ឺងម៉ាត់ នូវការឯកភាពគ្នាលើតម្រាយផ្លូវសម្រាប់ការដើរល្បាត ដោយសារតែតំបន់ទាំងនេះនៅមានគ្រាប់មីនមិនទាន់ផ្ទុះជាច្រើន ដែលសូម្បីតែប្រជាពលរដ្ឋកម្ពុជាក៏ត្រូវបានរងគ្រោះផងដែរ។
ជាក់ស្តែងទាហានថៃបានលើ្មសការឯកភាព ដែលបានចែងក្នុងអនុស្សារណៈនៃការយោគយល់គ្នាឆ្នាំ២០០០(MOU-2000) ហើយបានធ្វើការដើរល្បាតខុសពីតម្រាយផ្លូវចាស់របស់ខ្លួន ដោយបង្កើតតម្រាយផ្លូវថ្មីទៅក្នុងតំបន់ ដែលស្ថិតនៅក្នុងដែនអធិបតេយ្យរបស់កម្ពុជា នេះបើផ្អែកតាមផែនទីមាត្រដ្ឋាន១/២០០.០០០ ដែលជាលទ្ធផលនៃការងារខណ្ឌសីមា និងបោះបង្គោលព្រំដែនឥណ្ឌូចិន-សៀម ស្របតាមស្មារតីនៃអនុសញ្ញាបារាំង-សៀមឆ្នាំ១៩០៤ និងសន្ធិសញ្ញាបារាំង-សៀម ឆ្នាំ១៩០៧ រហូតទទួលគ្រោះថ្នាក់ដោយសារការផ្ទុះគ្រាប់មីនដែលជាសំណល់ពីសង្គ្រាម។
ការគោរពអធិបតេយ្យ និងច្បាប់អន្តរជាតិមិនអាចបានតែនិយាយ ដោយមិនមានសកម្មភាពនោះទេ ដូច្នេះ កម្ពុជាអំពាវនាវឱ្យភាគីថៃអនុវត្តឱ្យបានខ្ជាប់ខ្ជួននូវ MOU-2000 និងប្រើប្រាស់ឱ្យបានពេញលេញនូវយន្តការច្បាប់អន្តរជាតិ ក្នុងនោះរួមមានតុលាការយុត្តិធម៌អន្តរជាតិ (ICJ) ក្នុងការដោះស្រាយជម្លោះព្រំដែននៃប្រទេសទាំងពីរ ដើម្បីនាំមកនូវសន្តិភាពពិតប្រាកដ និងយូរអង្វែង ព្រមទាំងទប់ស្កាត់ការគ្រោះថ្នាក់ ឬការបាត់បង់ជីវិតប្រជាពលរដ្ឋស្លូតត្រង់។
ជាមួយគ្នានេះ ឧប្បត្តិហេតុខាងលើក៏បានចោទជាសំណួរផងដែរ ថាតើថ្នាក់ដឹកនាំយោធាថៃមានចេតនាអ្វីឱ្យពិតប្រាកដ ដែលសុខចិត្តបញ្ជូនទាហានរបស់ខ្លួនឱ្យដើរល្បាតខុសតម្រាយផ្លូវ បើទោះបីជាដឹងមុនហើយថា ពួកគេអាចប្រឈមនឹងគ្រោះថ្នាក់ដោយសារមីនដែលជាសំណល់ពីសង្គ្រាម ហើយដែលកម្ពុជាតែងតែបានដាស់តឿនជារឿយៗ ឬមួយនេះជាការប៉ុនប៉ងដើម្បីបង្កឱ្យមានភាពតានតឹង ដែលអាចរុញច្រានស្ថានការណ៍ឱ្យប្រឈមមុខដាក់គ្នា។ ក្រសួងការពារជាតិបន្តអំពាវនាវឱ្យភាគីថៃ បញ្ឈប់រាល់សកម្មភាពទាំងឡាយណា ដែលបំពានមកលើបូរណភាពទឹកដីរបស់កម្ពុជា និងជៀសវាងទង្វើដែលគំរាមកំហែងដល់ការរក្សាសន្តិភាពនៅតាមបណ្តោយព្រំដែន។
ក្នុងនាមជាប្រទេសមួយដែលរងគ្រោះដោយសារមីន កម្ពុជាបានដើរតួនាទីយ៉ាងសកម្មក្នុងការបំពេញកាតព្វកិច្ចរបស់ខ្លួន ក្នុងនាមជារដ្ឋភាគីនៃអនុសញ្ញាហាមប្រាមការប្រើប្រាស់មីនប្រឆាំងមនុស្ស (អនុសញ្ញាអូតាវ៉ា)។ កម្ពុជាត្រូវបានទទួលស្គាល់ និងវាយតម្លៃខ្ពស់ដោយសហគមន៍អន្តរជាតិ មិនត្រឹមតែចំពោះជោគជ័យក្នុងការបោសសម្អាត និងកម្ទេចចោលមីនប្រឆាំងមនុស្សគ្រប់ប្រភេទប៉ុណ្ណោះទេ ប៉ុន្តែថែមទាំងបានចូលរួមចំណែកជាច្រើនដល់កិច្ចខិតខំប្រឹងប្រែងរបស់អង្គការសហប្រជាជាតិ ក្នុងការបោសសម្អាតមីននៅតាមបណ្តាប្រទេសដែលបាន និងកំពុងរងគ្រោះដោយសារសង្គ្រាម។
ឆ្លៀតក្នុងឱកាសនេះ ក្រសួងការពារជាតិ និងកងយោធពលខេមរភូមិន្ទ បញ្ជាក់ជាថ្មីការគាំទ្រទាំងស្រុងចំពោះជំហររបស់រាជរដ្ឋាភិបាល នៃព្រះរាជាណាចក្រកម្ពុជា ក្នុងការដោះស្រាយបញ្ហាព្រំដែនជាមួយថៃដោយសន្តិវិធី និងផ្អែកលើច្បាប់អន្តរជាតិ ក្នុងនោះរួមទាំងការយកប្រាសាទតាមាន់ធំ ប្រាសាទតាមាន់តូច ប្រាសាទតាក្របី និងតំបន់មុំបី ព្រមទាំងប្តេជ្ញាឥតងាករេដើម្បីការពារអធិបតេយ្យ និងបូរណភាពទឹកដីកម្ពុជា មិនឱ្យបាត់បង់សូម្បីតែមួយមីលីម៉ែត្រ ទោះក្នុងតម្លៃណាក៏ដោយ៕

Cambodian Ministry of Defense Spokesperson: Thai Soldiers Violated Agreement, Patrolled Outside Designated Route
On July 20, 2025, Her Excellency Lieutenant General Mali Socheata, Undersecretary of State and Spokesperson for the Ministry of Defense of the Kingdom of Cambodia, firmly rejected Thailand’s accusations against Cambodia regarding injuries sustained by Thai soldiers due to a mine explosion while patrolling a new route.
The Ministry of Defense of the Kingdom of Cambodia categorically denies Thailand’s allegations concerning the injuries of three Thai soldiers on July 16, 2025, in Techo Morokot Village, Morokot Commune, Choam Ksan District, Preah Vihear Province, caused by a mine explosion.
It should be recalled that Cambodia has consistently urged Thailand to strictly adhere to the agreed patrol routes, as these areas still contain numerous unexploded mines, which have also caused harm to Cambodian civilians.
In fact, Thai soldiers violated the agreement outlined in the Memorandum of Understanding (MOU-2000) by patrolling outside their designated old route, creating a new path within Cambodia’s sovereign territory. This is based on the 1/200,000 scale map resulting from the border demarcation and boundary post installation between Indochina and Siam, in accordance with the spirit of the 1904 and 1907 Franco-Siamese Treaties, leading to injuries from a mine explosion, a remnant of past wars.
Respecting sovereignty and international law cannot be mere rhetoric without action. Therefore, Cambodia calls on Thailand to strictly implement the MOU-2000 and fully utilize international legal mechanisms, including the International Court of Justice (ICJ), to resolve border disputes between the two nations. This is to ensure lasting peace, prevent harm, and avoid loss of innocent lives.
This incident also raises questions about the true intentions of Thai military leadership, which knowingly sent soldiers to patrol outside designated routes despite Cambodia’s repeated warnings about the dangers of unexploded mines from past wars. Is this an attempt to provoke tension and escalate confrontations? The Ministry of Defense urges Thailand to cease all actions that violate Cambodia’s territorial integrity and to avoid acts that threaten peace along the border.
As a country severely affected by mines, Cambodia has actively fulfilled its obligations as a state party to the Ottawa Convention, banning the use of anti-personnel mines. Cambodia has been internationally recognized and highly praised not only for its success in clearing and destroying all types of anti-personnel mines but also for its significant contributions to the United Nations’ efforts in mine clearance in countries affected by war.
On this occasion, the Ministry of Defense and the Royal Cambodian Armed Forces reaffirm their full support for the Royal Government of Cambodia’s stance in resolving border issues with Thailand peacefully and in accordance with international law. This includes addressing matters concerning Ta Moan Thom Temple, Ta Moan Touch Temple, Ta Krabei Temple, and the Mum Bei area. Cambodia remains steadfastly committed to protecting its sovereignty and territorial integrity, ensuring not a single millimeter of its land is lost, no matter the cost.
